A Magoffin Co man was recently arrested by the Magoffin Co. Sheriff’s Office on meth-related charges after being picked up on a bench warrant. According to the Salyersville Independent newspaper, at 12:44 AM on Thursday, March 28, Deputy Bryan Tipton arrested Elmer V. Ratliff, 25, of Salyersville, on a bench warrant for failure to appear in a 2016 misdemeanor case. Ratliff was reportedly a passenger in a vehicle and according to Deputy Tipton, in the floor where Ratliff was sitting was a black bag that allegedly contained needles, cut straws, baggies that looked like drugs had been inside them, and a baggie that had suspected methamphetamine in it. Reports indicated that Ratliff told police that the bag was his. Ratliff also faces charges of 1st degree possession of a controlled substance (methamphetamine), 1st offense, and buying/possessing drug paraphernalia.
The driver of the vehicle, Jerry Shepherd, 47, of Salyersville, was arrested at the same time for allegedly driving under the influence. Both Ratliff and Shepherd were lodged in the Big Sandy Detention Center.
