According to Captain Jonathan Holbrook with the Paintsville Police Department, on the evening of Tuesday, April 11 around 11:20 PM, Officers we’re conducting a scheduled checkpoint located at the off ramp off US 23 near Hutch Chevrolet. During the checkpoint, Officers encountered a vehicle driven by 41 year old Paul Brooks of Riceville. According to Captain Holbrook, Brooks showed signs of being impaired. He allegedly had slurred speech, had heavy eyelids and was acting nervous. A field sobriety test was administered to Brooks, to which he failed according to Captain Holbrook.
Officers found a small glass container in Brooks possession, that had a small crystal rock inside believed to be methamphetamine. He was also found to be in possession of 2 syringes, and a bag of meth in his wallet. He was placed under arrest. A female passenger was also questioned and admitted to Officers that she had a loaded syringe in her possession along with a bag containing a crystal substance believed to be methamphetamine. She was identified as 37 year old Jennifer Dalton of Boonescamp, who was also placed under arrest. Officers also retrieved $464 in cash from both Brooks and Dalton.
Brooks was charged with the following:
Trafficking controlled substance 1st degree/1st offense, Drug paraphernalia buy/possess, Operating motor vehicle under the influence Alcohol/Drugs, No operators license.
Dalton was charged with the following:
Trafficking controlled substance 1st degree/1st offense and Drug paraphernalia buy/possess.
Both were lodged in the Big Sandy Regional Detention Center. Assisting Captain Holbrook was Officers Zach Stapleton and Officer Zach Mitchell.
