According to a news release from the Johnson Co. Sheriff’s Office, on Monday, May 14, 2018 at around 10:30 pm, Deputies Lauren O’Bryan and Jerry Wiley were patrolling Thealka Park when they noticed a vehicle that had an extension cord coming from inside the vehicle that was plugged into the shelter outlet. The subject in the driver’s seat was 40 year old Jessie Ward, who Deputies said is listed as a Registered Sex Offender. Deputies noticed Ward had bloodshot eyes, slurred speech, and delayed responses. Ward also was sitting on a pair of brass knuckles. When Deputies asked Ward and a passenger in his car identified as Ella Colvin, if there was anything illegal in the vehicle, they both said no. Deputies found 4 uncapped needles, 2 baggies containing a white residue, 1 baggy containing blood, 3 snorting straws, a glass meth pipe, and a prescription pill bottle containing pills with another person’s name on it. Ward told deputies he and Colvin were homeless and living in their vehicle and were staying at the park. They admitted they were told by another deputy that they could not stay at the park past 10:00pm. They were also using the park shelter electricity without permission.

* Ella Colvin was charged with: Drug Paraphernalia Buy/Possess, Wanton Endangerment (Police Officer), Criminal Trespass, Theft of Services U $500, Possession of Controlled Substance
Both were lodged in the Big Sandy Regional Detention Center.
