The following is a news release from the Paintsville Police Dept., on Saturday, Feb 24 @ 3:30 PM Police received a call from Subway in the Mayo Plaza in Paintsville concerning a male that appeared to be passed out at the wheel of his vehicle. Officers Zach Mitchell and Brian Runyon arrived at the scene and located a male subject that was passed out in a standing position, but was slumped over the driver’s seat. When Officers got the man awake they were able to observe and directly identify drug paraphernalia laying in plain view inside the vehicle. The man was identified as 31 year old Billy Hall of Banner. When Hall was being placed under arrest he became resistant at first, but Officers were able to restrain him and place him under arrest. Witnesses at the scene told the Officers that a female was with the man, but was inside Subway. Officer Mitchell made contact with the woman and ask her to step outside the business and then he proceeded to tell her they had found drugs inside the vehicle that she was a passenger in. The woman, identified as 31 year old Stephanie Hall also of Banner, allegedly became combative toward the Officers and non-compliant and made physical contact against with one of the Officers.

After placing both subjects under arrest, Officers searched the vehicle and found numerous pills, a scale, three containers of crystal substance, a glass pipe and a large amount of cash exceeding $1000. During this incident search, one Officer was poked by an uncapped needle and immediately left the scene for medical treatment. Both Billy Hall and Stephanie Hall were charged with the following:
Public Intoxication – Control Sub (Excludes Alcohol)
Disorderly Conduct 2nd Degree
Drug Paraphernalia – Buy/Possess
Trafficking in Controlled Substance, 1st Degree, 1st Offense
Trafficking in Controlled Substance, 3rd Degree, 1st Offense
Assault, 1st Degree – Police Officer
Unlawful Possession of Meth Precursor, 1st Degree
They were both lodged in the Big Sandy Regional Detention Center. Officer Zach Mitchell is in charge of this investigation. Assisting Officer Mitchell was Brian Runyon and Sgt. Billy Ramey.
