The Kentucky State Police confirmed that a skull found in August 2017 in Harlan Co belonged to a missing man. The human skull was found off Philpot Lane in the Shields community of Harlan Co by a worker for Phillips Tree Service. On Monday, troopers confirmed the skull was that of Hershel Starrett. The National Missing and Unidentified Persons System and North Texas University conducted the identification process. Police said Starrett went missing from his home in the LeJunior community of Harlan Co on Dec. 22, 2016. Police also said that at the time of Starrett’s disappearance, his wife and cousin were both charged with conspiracy to commit murder and receiving stolen property, but those charges were not connected to Starrett’s disappearance.
